As Democrats were debating, a photo of two Salvadoran migrants — a father and 23-month-old daughter — who drowned crossing the Rio Grand to seek U.S. asylum grabbed national attention. "Trump is responsible for these deaths," tweeted 2020 Democrat Beto O'Rourke.
